I have "Expert Tools" and "Basic Tools" in my inventory, both of which state that "A technician could use these to fully modify weapons and armor".You can game it a bit to make sure your 8th quest is completed in Rostok for a high chance of advanced tools. Every 8 stash coordinates you acquire you'll get a green stash, you get stashes by completing missions and looting dead stalkers you (or someone else) killed.
